Tulips, Rabbits & Deer - OH MY!

I am sick and tired of losing my earliest, tenderest tulip growth to what we are sure are rabbits or deer, both of which are plentiful in our area. I have been sprinkling cayenne pepper LIBERALLY on the soil around the 'victims' hoping that this will send a clear message to the perps.
(Of course, similar to digging a hole for a new tree only to find a big immovable rock, it invariably rains immediately after the cayenne application and it's back to the drawing board -er- kitchen cupboard. Any comments on this would be helpful.
