Transplanting in the summer

I need to put down new ground cover and bark. I would like to move my bulbs along my fence. It is in the 90's and I just wonder if it will make a difference to transplant now or should I wait for fall?

Doug says that I've always waited till late fall to replant bulbs. You can dig once they've gone dormant (now) but I would let them sit cool and dry until fall planting time.
