why are the flowers on my Hyacinths getting smaller and spindlier as the years go by?

Doug says because the plants are under stress. Whatever they need, you're not providing. That's the quick and easy answer. The harder part is identifying what the bulb requires (see the growing information) and then deciding what it needs that you're not doing.

That's the short way of saying I have no idea how you're growing this bulb so can't really help you with it.

Plus you're in the UK and we here in N.A. have an entirely different set of growing conditions. :-)
