not watering tulip bulbs but want annuals

A little confused by information given. "Don't water"? I want to plant annuals in the area I have tulip bulbs planted. Do I dig up bulbs? When?

Doug says that he's been getting this question a lot lately about tulip care so there's something not getting through (I must not be explaining it properly)

You want to plant annuals. OK fine so far.
You understand that too much water can stop the tulip bulb from producing a bud. OK, good so far

You want to know when to dig the bulb - and the answer to that is when the leaves turn yellow if you want to store them and replant in same area or immediately after blooming if you want to dig and move them to another spot.
