we want to build up my flower garden by building a concrete border and filling it with 3 inches of soil should i move my bulbs and if i do how can i do it without killing the when they are starting to bloom

Doug says you've picked the worst time to think about moving any plant.

Can it be done? Sure you can move your plants.

Will you kill them - maybe, depends on how good a transplanter you are.

How to move them - don't wreck any roots (not likely).

I'm really sorry but I can't guarantee you won't kill your plants and there is no magic "way" to do it. It's all in the gardening skill and care at this point... but it is a terrible time to try.

If you really want to do this construction - my advice is simply pick the flowers and cover over the bulbs - bulbs are cheap. Some may live for next year and you can replace the rest. You're doing a lot of work for a few dollars worth of bulbs.
