Lilies did not bloom this year

Doug says he has some bad news for you. The heat down in Texas tends to send the lily into dormancy before it has a chance to collect enough energy to form flower buds. And without those buds, you aren't going to see flowers.
So - bottom line. Texas isn't a great place to grow lilies.
Should you dig them up? Digging and replanting in the same area isn't going to do anything for the bulb or the energy inside it is if the problem is indeed your summer heat. I don't know if moving them to a slightly shadier area might give them a bit more protection from the heat but it's likely worth a try. Dig and replant in a cooler area.
Or move them north. :-)
Sorry...
