after i enjoy the blooms on my bulbs this winter, I cut off dead blooms and tied up foliage to let them rest. I think the foliage is feeding the bulb. when the foliage turns yellow can I cut it off and dry the bulbs a few months? then when they are dry and there is no chance of frost repot the bulb and put it on
my patio for spring blooming? Then start the process again for winter indoor forcing? If so how many years can I repeat this process?

I note you should not be tying up bulb leaves - no idea where that idea got started - but letting them grow naturally. How often you can repeat it depends entirely on how well you grow the bulb every year. It's entirely up to you.
