How deep do I plant bulbs that are budding already?

I am just embarking on the adventure of gardening so I know Nothing about planting bulbs! Your website has lots of great info (Thank You!) as far as how deep to plant them etc. However, a few of the bulbs that I bought had something growing already from the bulb. One had a stem (?)of about 1-2 " growing off the root. Should I have left the whole stem-thing up or planted it deeper? Also, another type of bulb had a really long stem (?)with a yellowish-green almost bud looking thing growing from it. Should I have left the stem-thing and bud out or submerged it under the soil? Thank You in advance for your help to the flower-gardenelly challenged! :)

Doug says in general, you plant the bulbs at the recommended depth whether they have a small shoot or not. The shoot will adapt (or it should assuming it's not too advanced) to being buried.
