growing tulips in water

i had stored the tulip bulbs in the refridgerater since early fall. then two weeks ago i put them in the container that has the grate in the bottom of it that i got at costco last year. i put water up to the water line and put them back in the fridge for the roots to form, but so far, no roots. what did i do wrong? should i leave them longer?

Doug says take them out of the frig and put on a sunny windowsill. Once you put them in water, you want to keep them warm and in a growing environment.
