dying tulips

My tulips have grown and now they are dying. I want to trim the dead petals off. Should I trim them at the base of the stem or at the top, right under the bloom? Will they rebloom?

Doug says you trim the dead flowers off at the base of the stem as close to the ground as you can see the stem. And then you wait till the leaves yellow and die down and then you trim them to the ground. And no, they won't rebloom this year (sorry)
