No Flowers

Last year all my daffodils bloomed, no problem.
I live in a Townhouse and just moved in.
Last Fall our association cut the stems and leaves
way down. I was surprised, said nothing, and
thought it was okay. (We live in the Northeast-with a very cold winter). No blooms at all. Should
I leave alone and wait till next year. I am upset they did this. Anyway, the daffodils in my back yard that were not cut are up and blooming....
