Can potted tulips be planted outside

I received a tulip plant for Easter and all the petals have fallen off. I don't know what to do with it now. I was told to cut them down and then I can plant them outside so they can come back year after year. Is this true?
Doug says - do *not* cut back the leaves. And yes, do plant them outside after all danger of frost. When the leaves go brown outside because they've produced all the energy the bulb requires, then you can cut them back. They'll be fine. See instructions on the tulip page for doing all this.
